WHEREAS, on July 27, 2022, a 7.3-magnitude earthquake struck the mountainous province of Abra at 8.43 a.m., triggering landslides and the collapse of structures;
WHEREAS, the tectonic earthquake’s epicenter was located in the town of Tayum, Abra at a depth of 17 kilometers, with the tremor felt in varying intensities across Northern Luzon including the capital Metro Manila;
WHEREAS, the initial/progressing report from the Provincial Disaster Risk Reduction and Management Office (PDRRMO) on damages caused by the earthquake have affected eighty percent population (80%) of the total population of Abra and major infrastructure facilities both private and government properties were severely damaged based on the report of the PDRRMO;
WHEREAS, the Sangguniang Panlalawigan of Abra has declared the entire province under a state of calamity due to the massive destruction of the 7.3 magnitude earthquake through Resolution No. 180, Series of 2022 dated July 28, 2022;
WHEREAS, the City Disaster Risk Reduction and Management Council (CDRRMC) has recommended to transfer from the Local Risk Reduction and Management Fund (CDRRMF) of the City of San Juan, Metro Manila to support the Provincial Disaster Risk Reduction and Management Fund (PDRRMF) of the Province of Abra through CDRRMC Resolution No. 3, Series of 2022;
WHEREAS, both cities have shared special ties for many years and it is but necessary to extend assistance most especially in times of calamity and distress.
WHEREAS, under R.A. No. 10121, Section 21 authorizes the transfer of funds subject to the approval of the CDRRMC and the Sangguniang Panlungsod;
NOW THEREFORE BE IT ORDAINED, AS IT IS HEREBY ORDAINED, by the Sangguniang Panlungsod of the City of San Juan, Metro Manila in a session duly assembled, THAT:
Section 1. To authorize the transfer of One Million Pesos (P1,000,000.00)from the Local Disaster Risk Reduction and Management Fund (LDRRMF) of the City of San Juan, Metro Manila to the Province of Abra
Section 2. The City Mayor is authorized to sign any and all documents in connection with the transfer of funds, subject to compliance with Section 4 hereof.
Section 3. The City Treasurer is hereby authorized to release the funds subject to the availability of funds and must be in compliance with Section 4 hereof.
Section 4. The issuance, authority and approval hereof is subject to compliance by all concerned with all existing laws, circulars, and rules and regulations on allocation, transfer, releases and disbursement of the LDRMMF.
Section 5. This Ordinance is effective upon approval hereof.
