WHEREAS, Pursuant to Article XV, Section 4 of the Constitution, it is the duty of the family to take care of its elderly members while the State may design programs of social security for them;
WHEREAS, City Ordinance No. 81, Series of 2020 was approved by the 6th City Council further extending financial benefits to senior citizens who have reached the ages of 70, 80 and 90 in the City of San Juan, Metro Manila;
WHEREAS, the City Government recognizes the role of the senior citizens in the society and would like to continually support their personal needs in order to provide better living conditions after their retirement;
WHEREAS, the aim of this Ordinance is to motivate and encourage the senior citizens to contribute to nation building and encourage their families and communities they live with to reaffirm the valued Filipino tradition of caring for the senior citizens, therefore, there is a need to increase their benefits.
NOW THEREFORE BE IT ORDAINED AS IT IS HEREBY ORDAINED, by the Sangguniang Panlungsod of the City of San Juan is session duly assembled, THAT:
SECTION 1. Section 4 shall be amended as follows:
Section 4. The Office of the Senior Citizens Affairs (OSCA) is setting the following requirements for the availment of the said financial benefit to senior citizens:
a)Birth Certificate or Baptismal
b)One (1) valid Government issued Identification Card
i.Social Security System (SSS) Card
ii.Government Service Insurance System (GSIS) Card
iii.Unified Multi-Purpose Identification (UMID) Card
iv.Philippine Identification (PhilID)
v.Commission on Elections (COMELEC) Voter's ID or Voter's Certificate issued from COMELEC
c)OSCA ID
d)Barangay Clearance
e)Indorsement from the Senior Citizen President
SECTION 2. Separability Clause- If for any reason, any section or provision of this Ordinance is declared unconstitutional or invalid by a competent court, remaining sections or provisions not affected thereby shall continue to be in full force and effect.
SECTION 3. Repealing Clause- All Ordinances are hereby repealed or amended accordingly including all ordinances, resolutions, rules or regulations inconsistent with or contrary to the provisions of this Ordinance.
SECTION 4. The authority and approval hereof is subject to certain restrictions and compliance to all existing laws, circulars, rules and regulations.
SECTION 5. Effectivity. This Ordinance shall take effect retroactive January 2022.
