WHEREAS, President Rodrigo Roa Duterte has repeatedly declared the intensified implementation of National Program on Population and Family Planning (NPPFP) as a national policy and priority strategy;
WHEREAS, in the President’s 10-Point Economic Agenda, he strategically and explicitly included the full implementation of the Responsible Parenthood and Reproductive Health (RPRH) Law to enable, especially the poor couples, to make informed choices on financial and family planning;
WHEREAS, the Philippine Development Plan (PDP) for 2017-2022 has likewise included the achievement of demographic dividend as a key strategy in harnessing the country’s growth potential;
WHEREAS, President Duterte issued Executive Order No. 12 to mandate the Department of Health (DOH), Commission on Population and Development (PopCom), Department of the Interior and Local Government (DILG), and other relevant agencies, including Local Government Units, barangays and Sangguniang Kabataan, included to attain and sustain zero unmet need for modern family planning.
NOW THEREFORE, BE IT ORDAINED AS IT IS HEREBY ORDAINED by the Sangguniang Panlungsod of the City of San Juan, Metro Manila in a session duly assembled that:
SECTION 1. CREATION, ORGANIZATION AND COMPOSITION – A City Implementing Team of the RPRH Law is hereby organized at the city and barangay levels.

The Head Secretariat shall be the Barangay Secretary.
SECTION 2. FUNCTIONS OF THE LOCAL IMPLEMENTING TEAMS (for both city and barangay levels)
1.Conduct regular quarterly meetings and special meetings, when necessary;
2.Formulate policies necessary to promote the Programs and Population and Family Planning which will cater the basic needs of men and women;
3.Prepare Annual Work and Financial Plan (AWFP);
4.Prepare and submit Semestral Accomplishment Report based on AWFP.
SECTION 3. MEETINGS
1.The Implementing Teams shall conduct regular quarterly meetings. Special meetings may be conducted when necessary.
2.The Agenda of such meetings shall include, but not limited to, the development and implementation of policies/programs/activities (PPAs) relative to the promotion and fulfilment of RPRH Law specifically localizing the national program on population and family planning.
3.The meetings conducted shall be supported by Minutes of the Meetings, duly signed by the Secretariat Head, Notices of Meetings, Attendance Sheets and pictures, if available.
4.The conduct of these meetings should adopt the new normal protocols.
5.The minutes of the meetings, agenda and summary of agreements as approved by the Chair of the Implementing Teams shall be forwarded to the Commission on Population Regional Office (for the City Implementing Teams) and to the City Population Development Office (for barangays) every end of the quarter.
SECTION 4. POLICIES, PLANS AND BUDGET
4.1 POLICIES
Policies refer to the city and/or barangay’s executive and legislative issuances to promote the Programs and Population and Family Planning which will cater the basic needs of men and women.
4.2 PLANS AND BUDGET
The Implementing Team’s Annual Work and Financial Plan (AWFP) for both City and Barangays may include, but not limited to the following activities:
a.)Undertake information, education and advocacy campaign on RPRH to give prominence to the implementation of family planning in the country.
b.)Conduct capacity-building programs for all stakeholders involved in the implementation of the RPRH PPAs.
c.)Provide services to all men and women regarding the programs on population and family planning.
d.)Create and establish systems on effective coordination with the national agencies involved in the promotion and implementation of the RPRH.
e.)Institute policies and programs to promote the welfare of men and women on RPRH programs aligned with the national thrusts.
f.)The approved City/Barangay Implementation Team on RPRH Law Annual Unified Work and Financial Plan shall be submitted to the Commission on Population (for the city) and to the City Population Development Office (for barangays) on or before January 15, of every year.
g.)As per City Ordinance No. 51, Series of 2020, all Sangguniang Kabataan of the city are mandated to implement programs on Adolescent Health and Development (AHD) programs to further educate our youth on sexuality, teenage pregnancy and other related capacity development programs.This shall form part of the barangay’s semestral report on RPRH Law.Thus, they are authorized to utilize their SK Funds for this purpose.
SECTION 5. REPORTORIAL REQUIREMENT
5.1 Submission of the city and barangay’s semestral report is in January and July of each fiscal year with details of submission as follows:

5.2 The DILG Regional Office shall furnish a copy of the report to the Commission on Population Regional Office as the secretariat for consolidation and submission to the National Implementing Team (NIT)
5.3 Accomplishment Report
The Accomplishment Report (AR) of the Implementing Teams shall include the activities undertaken based on the approved AWFP.The RPRH Law Implementing Team shall use the prescribed templates for each Key Result Areas (Family Planning, Adolescent Sexual and Reproductive Health, Gender Based Violence, HIV/AIDS, Maternal, Newborn, Child Health and Nutrition)
SECTION 6. REPEALING CLAUSE – All other issuances, orders, rules and regulations earlier issued and which are not consistent with the provisions of this Order are hereby repealed, amended and/or modified accordingly.
SECTION 7. The City Treasurer and the City Budget Officer are hereby authorized to set aside funds for the purpose.
SECTION 8. EFFECTIVITY – This Ordinance shall take effect upon approval.
