INVITATION
TO APPLY FOR
ELIGIBILITY AND TO
BID
The City of San
Juan, Metro Manila,
through its Bids and
Awards Committee (BAC),
invites interested
parties to invest a
minimum amount of
PHP 189,656,066.46
and to apply for
Eligibility and if
found eligible to
bid, for the
Improvement /
Development of the
San Juan Cemetery.
The interested
parties shall be
eligible to enter
into a contractual
arrangement whereby
they undertake the
Improvement/Development
of the City
Cemetery, including
financing, or at “no
cost” to the City,
and the operation
and maintenance
thereof. The
contract will allow
the proponent to
recover its
investment for a
period of
twenty-five years by
charging prospective
cemetery users
rentals and other
related charges.
The cemetery will
remain as the
property of the City
but will be under
joint management of
the City and the
Project Proponent
for a period of
twenty-five years.
Thereafter, the
whole cemetery will
be under full
management of the
City and all the
improvements
provided by the
Project Proponent
shall be turned-over
to the City.
The BAC
will use
NON-DISCRETIONARY
PASS/FAIL CRITERIA
in the Eligibility
Check/Screening as
well as the
Preliminary
Examination of
Bids. The BAC will
conduct
post-qualification
of the lowest
calculated bid.
All particulars
relative to
Eligibility
Statement and
Screening, Bid
Security,
Performance
Security,
Pre-Bidding
Conference,
Evaluation of
Bids,
Post-Qualification
and Award of
Contract shall be
governed by the
pertinent
provisions of R.A.
9184 and its
Implementing Rules
and Regulations (IRR).

Prospective Bidders
shall submit the
Eligibility
Requirements and
Letter of Intent to
the BAC Secretariat,
2/F San Juan City
Hall, N. Domingo
Street, City of San
Juan, Metro Manila.
The Opening of Bids
and Pre-Bid
Conference will be
held at the 3/F
Multi-Purpose Hall,
San Juan City Hall
Compound, City of
San Juan, Metro
Manila. They may
also obtain the
result of the
Eligibility Check by
the BAC at the same
address.
The BAC
will issue the
Checklist of
Eligibility
Requirements upon
payment of a
non-refundable
amount of PHP
5,000.00 as per
Ordinance No. 2,
Series 2006 as
amended by Ordinance
No. 28, Series of
2005, to the San
Juan City
Treasurer’s Office.
However, Bidding
Documents (Envelope
Nos. 2 and 3) will
be issued only to
bidders declared by
the BAC to be
eligible for the
bidding, and upon
payment of PHP
65,000.00 for the
Bidding Documents.
The
City of San Juan,
Metro Manila assumes
no responsibility
whatsoever to
compensate or
indemnify bidders
for any expenses
incurred in the
preparation of its
bids.
The
City of San Juan,
Metro Manila
reserves the right
to accept or reject
any bid and to annul
the bidding process
and reject all bids
at any time prior to
contract award,
without thereby
incurring any
liability to the
affected Bidder(s).
